North Carolina lost out on another major economic development project Thursday when Apple announced it would put a billion-dollar campus in Texas instead of the Triangle.
Lawmakers had tailored changes to the state incentives program for Apple last spring, but to no avail. Several other locations around the U.S. were singled out by Apple for job growth in the coming years, but locations in North Carolina weren't included.

The Cooper Administration was loathe to talk about the loss, and lawmakers were left scratching their heads and offering theories from incentives to market size to a hangover from North Carolina's battle over transgender bathroom rights.
The General Assembly did take a few actions, as the Senate approved the "technical corrections" bill and sent it to Cooper, while the House rejected one of the governor's nominees for the state Industrial Commission.
