After nearly eight hours of debate and more than three dozen amendment proposals, the House gave its initial approval Thursday on a $21.1 billion budget for 2014-15. A final vote is scheduled for Friday morning after Democrats balked at the idea of a post-midnight vote.
Key changes made to the budget bill include a provision to better define commercial dog breeders in an effort to crack down on puppy mills and a grant program to replace the state's expiring tax credit for film and TV productions.
