Portland, Oregon's economy appears to be recovering well, at least in terms of the housing market. The bustling city's construction-related activity is growing so quickly that city workers can't keep pace with it, and Portland is considering hiring more full time staffers to handle permits and related matters. Without those staff members, the city won't be able to process requests from Portland construction crews quickly enough, and recovery could stagnate.

The fact that the city's staff can't keep up with demand is a good sign for the Northwest city!
