17 last week This came out of the PD committee as a bill and it's about military occupational licensing and keeping and making North Carolina mawr military friendly as it relates to whether Millie the military trained or military spouses that move in our state and being able to expedite the licensing process so they can go to work as quickly as possible  Although you did here a PCs last week we have since found some other items that need to be tied it up And I believe there's an amendment If we could get that out and I'll talk about the new bill Okay I believe Senator averages be recognized for the amendment  Justice Center Dead rich please Thank you Mr Chairman I would like to call on the Jeremy Rate  Teoh describe the amendment to us Mr Right Good afternoon Thank you Chairs and thank you Senator Edwards said the changes in the amendment there are three changes The 1st 2 were actually the same just because of conformity reasons they needed to be separated But essentially what this would do is this would clarify that for military trained applicants and military spouses that are seeking licensure that under this particular process the board shall either grant the licence within seven days or they shall give notice pursuant to the notice requirements that were drafted in the PCs of for reasons why the applicant would not be able to receive Licensure said This just clarifies that there are two scenarios where either they grant the licence your within seven days or they give reasons for why they're not doing that And then finally the third change that you'll notice on the amendment This applies to temporary practice permits with which is a temporary generally lasting about a year mechanism for folks to begin practicing while they're awaiting licenser What this would do is this would also apply a similar seven day requirement on boards Teoh grant that temporary practice permit It would also clarify that the information that's used for the permanent license your application is also the same for the temporary practice permit and finally it also gives a mechanism to boards similar to what exists for permanent licensure for the boards to deny or revoke a a application  If there is a specific complaint that meets the notice requirements that are drafted in the PCs for individuals that might have a complaint in another jurisdiction that would preclude them from seeking licensure It is it isn't mandatory but it is in the discretion of the board They may do that Otherwise it would be up to a year for folks if if they did not have that ability to deny licensure or the temporary practice permit Okay Senator Edwards Anything you'd like to add to that amendment sir Okay  Thank you Are there any questions from the committee concerning the amendment Carolina does this take place How Maney licensees do we have coming in through the military where we issue a new licence for them in a year's time Is that a fairly common I know we're big military state but is that pretty common or do we know Senator Whales Actually that's one of the points of the bill  There's an annual report required in Section two under section two B one no later than October 31st of each year each occupation lacing the board or state agency licensing board shall file electronically with the secretary of the Department of Military Veterans Affairs Information collected So we're trying to find out exactly what those numbers are Follow follow up So Senator we don't currently kind of bring that information together in one place Now there may be some information about that but their concerns about the accuracy or while we included that section  and staff might miss chair staff might want to speak to that as well staff Do you ever come in on that Jeremy Real legislative analysis There generally are reporting requirements for most occupational licensing boards to the attorney general's office secretary of state and the Joint Legislative Oversight Committee for Administrative Procedure However this would make that information more specific to the military licensure eso In that event I think there would be more specific it specific information that pertains Adjust to the military licensure under these scenarios And the PCs actually from the first bill expands those reporting requirements to the military spouses under the original bill  I think it only applied to the military trained applicants  Further questions of the from the committee concerning the bill as amended Are there any comments from the public that would I'm meteorologist, Amy Wilma in the WRL severe weather center, we had a dry warm day today, but a cold front is off to the west of us and it arrives tomorrow and brings the potential for some scattered showers and some thunderstorms. It's a pretty potent system today with a level three out of five risk for part of the Midwest. But the severe weather will be moving eastward as this cold front moves eastward as well. And we'll have the risk for severe storms tomorrow. Although the storm energy will not be as high tomorrow as it is today. There's a lot of storm energy west of us today and that's why they have that higher risk for severe storms. But as this system moves closer to North Carolina, it does weaken. We could still have some isolated severe storms but we have weak to moderate energy. We don't have the strong energy that they have west of us today. So it's a level one risk for most of us Friday. This is in the afternoon and evening. So isolated severe storms possible. The biggest threat will be some damaging winds and a potential for some hail as Well, the first half of the day is dry, so no rain worries for the morning commute. But by the time we get to the afternoon and evening, that's when we'll have scattered showers and storms and any of the storms that do form could become severe. And our highest rain chances are right during the evening commute. So about a 40% chance for rain tomorrow as we move ahead to Saturday, only a slim chance for a shower, a 20% chance for rain. But then a decent chance for rain on Sunday, we don't expect storms, but mainly the second half of our Sunday will have some scattered showers and it will be a cooler day. Here's a look at the rain over the weekend again, just a slim chance for rain on Saturday. Otherwise partly to mostly cloudy skies with temperatures in the low to mid seventies. Sunday morning looks mainly dry with a little bit of rain over some of our southern counties. But then as we head toward the afternoon, a better chance for rain, especially south and east of the triangle. And then during the evening is when some of that rain lifts to the north and includes a good part of the viewing area on Sunday. So the second half of the day certainly looks like the wettest part of the day, still warm Friday with a high of 84. And then we're down into the mid seventies Saturday, high temperatures will be in the low to mid sixties for Sunday and Monday with some chilly mornings, Monday morning and Tuesday morning. Down into the forties, we warm back up next week though. 74 on Tuesday, 78 Wednesday and near 70 for a high temperature on Thursday.
