THEY CAN SPEND IT ON ANYTHING THEY WANT. THIS IS A VERY PROGRESSIVE POLICY THAT IS PART OF A BIGGER MOVEMENT TO BE ABLE TO REDISTRIBUTE WEALTH. BACK IN 2019, THE CITY OF STOCKTON, CALIFORNIA, DECIDED TO GIVE 125 RANDOM PEOPLE LIVING BELOW THE INCOME $500 A MONTH FOR TWO YEARS. IT SURPRISED A LOT OF PEOPLE BECAUSE THINGS ARE GREAT. PEOPLE USED THE MONEY FOR STABILITY. THEY STARTED TO FIND NEW JOBS AND IN FACT THE PEOPLE WHO RECEIVED THE CASH MANAGED TO SECURE FULL-TIME JOBS AT MORE THAN TWICE THE RATE OF THE PEOPLE IN THE CONTROL GROUP WHO DID NOT GET ANY MONEY. ALSO, THE FINDINGS STRIKE DOWN TWO MAJOR CRITICISMS OF THIS TYPE OF AID. PEOPLE JUST WON'T WORK IF THEY GET FREE MONEY. THEY WILL SQUANDER IT ON POINTLESS OR EVEN HARMFUL PURCHASES. THEY DID NOT DO EITHER OF THOSE THE THINGS. PEOPLE DID NOT START SPLURGING ON CIGARETTES AND BEER, MOST OF IT WENT TO BASIC NEEDS LIKE FOOD OR TO FIX THEIR CAR. IT SEEMED TO BE A BIG SUCCESS AND IS ARTICULATE IN POPULARITY. IF ON THE COALITION OF MAYORS FOR GUARANTEED INCOME. THE FOUNDER DONATED $15 MILLION. PEOPLE ACROSS THE COUNTRY WERE GETTING GRANTS TO LAUNCH PILOT PROGRAMS OF THEIR OWN. NEARLY 70 CITIES ACROSS THE COUNTRY TODAY, INCLUDING DURUM. IT IS PRETTY INTERESTING TO SEE HOW EACH CITY WAS TO USE THEIR MONEY. IN LOUISVILLE, KENTUCKY, IT IS $500 A MONTH TO 150 YOUNG WOMEN IN HIGH POVERTY UNDERSERVED NEIGHBOR JEERS. IN SANTA FE, NEW MEXICO, IT IS $500 A MONTH FOR 100 PEOPLE UNDER 30 WHO HAVE CHILDREN AND ATTEND COMMUNITY COLLEGE. IN DURHAM, THE MONEY WILL GO TO PEOPLE WHO WERE FORMALLY INCARCERATED. I ASKED THE CITY WHY THEY CHOSE THAT GROUP AND THE INSERT WAS PRACTICAL. BASICALLY THEY TOLD ME THAT DURHAM ALREADY HAD PROGRAMS TO WORK EXCLUSIVELY WITH INCARCERATED PEOPLE. INFRASTRUCTURE WAS ALREADY THERE INTERESTED. THEY HAD BEEN INCARCERATED SOMETIME IN THE LAST FIVE YEARS. A COMPUTER RANDOMLY PICKED 259 PEOPLE TO TAKE PART IN THE PROGRAM. 129 PEOPLE GET THE $500 A MONTH AND 130 OF THEM WON'T READ THAT IS THE CONTROL GROUP. ALL OF THEM WILL HAVE THEIR SPENDING TRACT FOR THE NEXT YEAR. EVERYTHING, NOT JUST THE $500. THEY WILL MONITOR THEIR MOODS, FAMILY LIFE, DEATH, EMPLOYMENT, EVERYTHING WE USE TO CONSIDER SUCCESS AND HAPPINESS. IF YOU'RE LIKE ME, IT TAKES YOU TO AN OBVIOUS QUESTION, WHERE ARE WE GOING? WHERE ARE WE GOING WITH ALL OF THIS? WHAT IF IT GOES WELL, THEN WHAT? WHAT IS THE LONG-TERM PLAY? I TALKED TO THE CITY AND I WAS TOLD THEY WANT TO SEE PEOPLE IMPROVE THEIR LIVES AND BECOME GOOD NEIGHBORS. THEY HAVE BEEN VOCAL ABOUT IT. DURHAM CITY COUNCIL PUSH FOR THIS PROGRAM. THEY SEEK TO CODIFY GUARANTEED INCOME AND BECOME AN AMBASSADOR NATIONALLY. HERE IS WHAT THE PLAN IS. IT IS A NETWORK OF MAYORS ADVOCATING FOR A GUARANTEED INCOME TO MAKE SURE THAT ALL AMERICANS HAVE AN INCOME. THE FLOOR IS VERY EXPENSIVE. EVEN IF JACK DORSEY HANDED OVER EVERYTHING HE HAD. OF IT THIS WAY. THE PROGRAM, THE COST IN DURHAM, IS ABOUT $800,000 TO HELP THESE PEOPLE FOR ONE YEAR. THE NEED IN GENERAL IS LARGER. ACCORDING TO THE MOST RECENT CENSUS IN 2021, 12.9% OF NORTH CAROLINA LIVES IN POVERTY. THAT IS NEARLY 1.5 MILLION PEOPLE. 41,000 IN DURHAM ALONE. TO BE FAIR, THE POVERTY LINE IS WELL BELOW THE CUT OFF FOR THESE PILOT PROGRAMS. THIS EXAMPLE MIGHT BE CONSERVATIVE. I ASKED AN ECONOMIC PROFESSOR WHAT IT WOULD TAKE FOR THIS PILOT PROJECT TO BECOME A REAL SOURCE OF AID AND GROWTH FOR LOW INCOME COMMUNITIES ON THE LARGER SCALE. &gt;&gt; IT IS CLEARLY A REDISTRIBUTION OF INCOME. A LOT OF PEOPLE IN THE UNITED STATES ARE NOT FAVORABLY INCLINED TO REDISTRIBUTE INCOME . GIVEN THAT WE ARE NOT WELL IN RAISING REVENUE. WE ARE ADVERSE TO RAISE TAXES FOR ANY REASONS. I'm meteorologist, Amy Wilmoth in the WRL severe weather center tracking a cold front that will move through the state throughout the day. Today, we'll have some light rain with this perhaps moderate rain at times, but most of you won't get a ton of rain. It's just going to be some light passing showers at four o'clock this afternoon, we'll still have some rain showing up on the radar scattered showers possible. Uh, basically anywhere aside from our northern counties, our northern counties should be dry at that point by 5 p.m. or so. The rain is south of the triangle impacting our southern counties during the evening. Commute, still some showers around in our southern counties at 7 p.m. But beyond that, the rain will start to move out and it will be dry overnight tonight. And we're back to sunshine as we head into tomorrow. Look at how much rain we could get. It's less than 1/10 of an inch of rain. So we're not going to get much out of this system, but at least it's something, it's our only rain chance in the next seven days. So we'll have some light rain moving through thanks to the cold front, temperatures will likely get into the low eighties in our southern counties where we'll have sunshine a little bit longer. 74 for the high in Raleigh and Durham, 75 in Roxboro, 73 for the high temperature in South Hill, Virginia. So temperatures running pretty close to normal throughout the day today. Good news. If you're headed to the Bulls game this evening at 635 it looks like the rain will be out of here. We have a 20% chance for rain, but the best chance will be in the southern part of the viewing area, 70 degrees, the expected temperature at 6 p.m. 68 by seven and in the mid six by 8 p.m. So maybe take the jacket or the sweater with you as temperatures fall into the sixties starting around seven o'clock or so. So we have passing showers today. Generally light rain a little breezy at times with the high of 74 tonight, we'll have mostly clear skies. We'll get down to 51 beautiful weather. Thursday, partly cloudy to mostly sunny with a high of 72. Pretty much the same thing on Friday. Temperatures will be in the low seventies for highs. We're up to 76 Saturday and then low eighties by Sunday, mid to upper eighties for high temperatures in the forecast for Monday and Tuesday of next week.
