— A company that makes wet wipes, adult incontinence products and puppy training pads plans to open its first U.S. manufacturing plant in Wayne County, creating 88 jobs over the next four years, officials said Tuesday.

China-based U-Play Corporation will invest nearly $21.3 million at the plant near Mount Olive.

"North Carolina is a fantastic place for our business because of its cluster of raw-material suppliers, well-trained workforce and business-friendly environment," Hancy Cheng, U-Play’s chief executive officer, said in a statement. "We want to put together all these advantages to create a manufacturing hub for our company to better serve our U.S. customers."

The company will boost the Wayne County economy by more than $2.75 million a year, state officials said.

U-Play has qualified for a grant of up to $200,000 from the One North Carolina Fund, which provides financial assistance to attract economic investment, and is matched by local funds. Companies receive no money upfront and must meet job and investment targets to qualify for payment.
