Another snag has popped up in budget negotiations. The Senate wants to expand the use of terminal groins, or jetties, along the coast to slow erosion. But Rep. Chuck McGrady, R-Henderson, said jetties cause environmental problems and are ridiculously expensive, so it's unlikely the House will share the Senate's enthusiasm for the idea.

On the House floor Wednesday, an effort to move the 2016 presidential primary from May to March stalled amid efforts to move all other primaries up as well and prevent the added cost of running two statewide primaries.

House members did approve a measure that would prevent most people from using a GPS device to track someone else.
