Wednesday wrap: Tax reform effort begins

Raleigh, N.C. — The House passed legislation allowing Charlotte to redirect local taxes to pay for Bank of America Stadium improvements.
Meanwhile, the House Judiciary Committee approved a bill that would prohibit insurance companies from putting so-called "most favored nation" clauses in contracts that negotiate with hospitals and other health care providers. These clauses typically require that providers give a dominant insurance company, such as Blue Cross Blue Shield of North Carolina, rates as good as or better than rates negotiated by competing insurance companies.
The Senate Education Committee considered a bill that would shift charter schools from the oversight of the State Board of Education to a separate state board. The Senate Finance Committee began debating a tax reform proposal that would replace a complicated system of state and local franchise and privilege taxes charged to businesses with a statewide privilege tax system.
