RALEIGH, N.C. — The House moved legislation that would open North Carolina up to natural gas drilling through two committees and a floor vote in less than 24 hours Tuesday night and Wednesday.

Meanwhile, a tax overhaul bill could be on Gov. Pat McCrory's desk by the end of the week after getting initial Senate approval. A final vote, and a House concurrence, is expected Thursday.

Senate leaders rolled out a new teacher pay plan that gives teachers the choice of keeping their tenure rights or hopping on a new salary scale that provides hefty raises. Republican lawmakers also backed changes to ease reading comprehension testing requirements for third-graders.

All of this while the 2014-15 budget rumbles forward to its first public airing in a Senate committee Thursday.
