RALEIGH, N.C. — Wednesday was a day filled with unfulfilled expectations and bills coming out of left field.

Bills that would open up more local funding for charter schools and would allow a major expansion of deer farming in North Carolina were put off in the Senate and the House, respectively.

Meanwhile, the Senate Rule Committee produced bills that would ban the sale of fetal tissue in Norh Carolina and would prohibit cities and counties from adopting "sanctuary city" ordinances regarding undocumented immigrants.
