RALEIGH, N.C. — A busy legislative day included discussion of school prayer, puppy mills, abortion education and term limits.

A House committee watered down rules on dog-breeding operations, while a Senate committee passed a bill reaffirming the right of students to pray in schools.

A second Senate committee approved legislation that would require schools to teach that abortions could lead to preterm births in future pregnancies, while another House committee expanded the governor's ability to hire and fire state workers.

The full House passed a proposed constitutional amendment that would limit the House speaker and Senate president pro tem to two two-year legislative sessions.
