RALEIGH, N.C. — Gov. Roy Cooper rolled out his $23.5 billion budget proposal on Wednesday and was immediately told by Republican legislative leaders that he was spending too much.

Cooper said North Carolina is past due on needed investments in education and infrastructure, and his spending plan doesn't include any tax increases.

Maybe he and lawmakers could hash out their spending differences over Sunday brunch? If so, it might help if a bill authored by Sen. Rick Gunn, R-Alamance, gets quick approval. The measure would give counties the option of allowing restaurants to serve alcohol as early as 10 a.m. on Sundays – two hours earlier than now permitted.

Others not seeing eye to eye are optometrists and ophthalmologists, who battled over a bill heard in the House Health Committee. The proposal would allow optometrists to perform some types of surgery, but ophthalmologists argue that they don't have the medical training to do so.
