Teacher salaries, business recruitment big parts of McCrory's budget

Gov. Pat McCrory's $21.5 billion budget for the 2015-16 fiscal year would follow through on promises to raise the state's minimum starting salary for teachers to $35,000 per year and plow more into efforts to recruit big companies to the state.
