Raleigh federal prosecutor helps Kosovo grow

For the past five years, Higdon, an assistant U.S. attorney in Raleigh, has been part of a U.S. Department of Justice effort working with Kosovo law enforcement officials to develop their prosecution and investigative skills, along with building respect for the rule of law among police officers, prosecutors and residents.
