Two charged in fatal shooting near Cumberland courthouse

Fayetteville police charged two people early Thursday in connection with a fatal shooting that happened Wednesday afternoon near the Cumberland County courthouse.

FAYETTEVILLE, N.C. — Fayetteville police charged two people early Thursday in connection with a fatal shooting that happened Wednesday afternoon near the Cumberland County courthouse.

Phillip Haynes, 17, of 314 Bryan St., is charged with first-degree murder and shooting into a motor vehicle, and Jamie Thornton, 20, of 4812 Alamance Road, is charged with accessory after the fact to first-degree murder.

According to investigators, Haynes fired shots into a silver Chevrolet Impala driven by 25-year-old Paul Chappell at about 4:30 p.m. near the intersection of Person and Cool Spring streets.

Chappell was shot while inside the vehicle, then drove a short distance before crashing into a parked vehicle inside a parking lot at 235 Person Street, police said.

Chappell was taken to Cape Fear Valley Medical Center, where he later died.

Investigators believe the shooting may have been a domestic incident. Three additional people inside Chappell's vehicle at the time of the shooting, including an infant, were not injured.

Haynes was in the Cumberland County jail Thursday being held without bond. Thornton is jailed under a $50,000 secured bond.
