RALEIGH, N.C. — Hours after the University of North Carolina won the NCAA men's basketball tournament, the NCAA made the state of North Carolina a winner on Tuesday.

NCAA officials said state lawmakers did just enough in their repeal of House Bill 2 last week for venues in North Carolina to again be considered as host sites for collegiate championship events. Like the repeal itself, LGBT advocates and social conservatives didn't like the decision.

In the legislature, the House is reviving the effort to combine state elections and ethics oversight after a three-judge panel threw out a new state law on the move, saying it undercut the governor's power. The proposal could be on the House floor as soon as Wednesday.

The Senate gave preliminary approval to a tax cut proposal that backers say would save state taxpayers $1 billion over two years. A final vote is expected Wednesday.
