Tuesday Wrap: Voter ID legislation not dead yet

— Although the U.S. Supreme Court declined on Monday to hear North Carolina's appeal of a decision striking down a plan to require photo identification of voters, among other changes to state elections law, that issue is likely to rise again in future legislation.

State lawmakers will need to reframe a law the 4th U.S. Circuit Court of Appeals said targeted black voters "with almost surgical precision" to avoid the specter of racial bias.

Meanwhile, groups opposed to specific provisions in the Senate's budget proposal were picking through those this week before the House tackles its spending plan for 2017-18.
