Tuesday Wrap: Thanks but no thanks
The House quickly punted the Senate budget plan on Tuesday, setting up what could be a long and contentious conference session to try to hammer out a compromise spending plan for the 2015-16 fiscal year, which starts a week from Wednesday.
Posted — UpdatedHouse members joked that they would be spending the Christmas holiday in Raleigh while complaining about the raft of policy provisions and tax changes in the Senate budget.
One of those policy provisions is the Senate's plan to reform the state Medicaid program. The House passed its own reform plan Tuesday as a separate bill. The two chambers disagree on the changes needed in the program and how fast the transformation should occur.
In the Senate on Tuesday, a proposal to require moped operators to obtain liability insurance, which has been battled over for years, finally cleared the General Assembly and is headed to Gov. Pat McCrory's desk.
Outside the legislature, McCrory followed up the move in South Carolina to remove the Confederate flag from its capitol grounds by calling for an end to specialty license plates in North Carolina that feature the flag.
