RALEIGH, N.C. — Gov. Pat McCrory signs unemployment changes into law, but the Senate held off on final passage of another contentious bill blocking Medicaid expansion in North Carolina.

Meanwhile, the House also gave key approval to legislation eliminating the earned-income tax credit for low-income workers at the end of 2013, and a House committee heard testimony on a bill that would prohibit most teens from using tanning beds. A Senate committee debated a bill that would allow the state to issue permits for natural gas drilling within two years without any legislative input.
