RALEIGH, N.C. — An auto insurance reform effort failed in a House committee Tuesday, while a different committee advanced a school reform proposal.

In addition to passing a bill that would change teacher tenure rules and study how teachers are paid, the House Education Committee also approved legislation that would replace a tax credit system with scholarship grants for families of special-needs students who can receive the therapy they need in public schools.
