Tuesday Wrap: Redrawn lines in budget sand
A hastily called budget conference committee produced a couple of minor concessions from the Senate, but there wasn't much movement in the spending stalemate with the House.
Posted — UpdatedThe Senate is abandoning its effort to tie teacher raises to the loss of career status rights, commonly known as tenure. Senators also agreed with the House that the State Crime Lab could remain in the Department of Justice even after the State Bureau of Investigation is moved to the Department of Public Safety.
But the House and Senate remain far apart on forecasts of lottery revenue, lottery advertising and the size of teacher salary increases and how to pay for them.
Outside of the budget, the director of the North Carolina Film Office declined to accept a job in the nonprofit that will soon take over some marketing functions from the state Commerce Department. Indecision by lawmakers over whether to extend incentives for film and television productions in the state – and if so, how – played into his move.
Also, the Utilities Commission continues to hold hearings on how much Duke Energy and Dominion have to pay small producers of solar power for the energy they generate.
