RALEIGH, N.C. — The General Assembly passes legislation blocking a Medicaid expansion, while the Senate gives tentative approval to reducing regulations for natural gas drilling and the House passes a bill to help group homes and Alzheimer's care units deal with funding cuts.

Meanwhile, a House committee approved one bill that would bar youths under age 18 from tanning salons and another that would require hospitals to perform a heart-screening test on newborns. A separate House committee passed legislation that would allow school districts to use lottery money for classroom technology.
