A bill that passed a key House committee would tighten rules for NC Pre-K, roughly halving the number of 4-year-olds eligible for the state-funded program.

Meanwhile, consumer finance companies in North Carolina could charge higher rates and more fees under a proposal that passed a Senate committee.
