RALEIGH, N.C. — As the Senate continued to tinker with its proposed budget on Tuesday, House members were busy overhauling a controversial gun bill.

Some noteworthy changes introduced to the budget include the creation of online scratch-off games for the state lottery and the elimination of requiring driver's education to obtain a license. Instead of forcing parents to pay for driver's ed, the proposal calls raising the bar on the written test and the number of hours behind the wheel under the supervision of an experienced driver.

The budget is expected to be heard on the Senate floor Wednesday and Thursday.

In the House, amendments restored the pistol purchase permit for handgun sales, nixed the idea of allowing lawmakers and their staffers to carry concealed weapons in the Legislative Building and reinstated lifetime bans for concealed weapons for people convicted of certain misdemeanors, such as stalking and child abuse.

The revamped bill won initial approval from the House, and more amendments are expected Wednesday before the final vote.
