RALEIGH, N.C. — Lawmakers agree they can't finish a state budget by Friday's deadline, so they are working on a second continuing resolution to keep state agencies running until Aug. 31.

Other than that, much of the action Tuesday was similar to Monday night, with the Senate giving final approval to a Medicaid reform plan – after again rejecting a call to expand the program as allowed under the Affordable Care Act – and a sales tax redistribution plan that favors smaller counties at the expense of urban centers.

The Senate also gave preliminary approval to a proposed constitutional amendment restricting how the state raises revenue and spends it. A final vote is expected Wednesday.

Gov. Pat McCrory signed the ABLE Act, allowing families to open special accounts to save money for members with disabilities.
