Tuesday wrap: Dix deal nixed in Senate

— The Senate voted to revoke Raleigh's lease of the former Dorothea Dix site, while the House approved a bill to conceal concealed weapons permits from public inspection.

House committees also approved bills that would require North Carolina public schools to teach cursive handwriting and multiplication tables to elementary school students and would allow anyone 21 or older to ride a motorcycle without a helmet.

A Senate committee passed legislation that would wipe out all remnants of the Racial Justice Act in an effort to start imposing the death penalty in North Carolina again.
