RALEIGH, N.C. — Tax cuts, teacher salaries, freezers for convenience stores and a plane for the State Bureau of Investigation were among the issues that cropped up in a day filled with debate over the proposed House budget.

The $22.25 billion spending plan cleared the Finance and Appropriations committees and will face its first vote on the House floor Wednesday afternoon.

Meanwhile, a Senate committee discussed a proposal to add kratom, a medicinal herb that works similar to opioids, to the list of controlled substances in North Carolina. Some lawmakers said kratom relieves their chronic pain, and the committee is expected to hear more about the bill next week.

Braeburn Pharmaceuticals said it would proceed with plans for an expansion in Durham, despite its concerns over House Bill 2, while renowned violinist Itzhak Perlman said he was canceling his concert with the North Carolina Symphony Orchestra to protest the law.
