Tuesday Wrap: An invitation you can't refuse

— As a three-judge panel heard arguments on the legality of Senate confirmations of cabinet secretaries and other new laws that undercut Gov. Roy Cooper's appointment powers, a Senate committee issued a subpoena Tuesday morning for Public Safety Secretary Eric Hooks.

The subpoena requires Hooks to appear before the committee next week for a confirmation hearing. Military and Veterans Affairs Secretary Larry Hall appeared under subpoena before a different committee last week after three times failing to show up for scheduled hearings amid the legal dispute over the confirmation process. The full Senate confirmed Hall on Monday night.

A third committee is expected to issue another subpoena this week for Transportation Secretary Jim Trogdon.

Meanwhile, legislative committees moved some bills forward Tuesday, including a prohibition on flying drones near prisons.

Outside the Legislative Building, Cooper said he met recently with top lawmakers to discuss repealing House Bill 2, the state law limiting LGBT rights, but not much progress was made.
