Today @NCCapitol (Sept. 17): Late night with the state budget
House members plan a late night and early morning debating the state budget. Meanwhile, the Senate begins to clear out bills in advance of the end of session.

RALEIGH, N.C. — Good morning and welcome to Today @NCCapitol for Thursday, Sept. 17. Here's what's going on at the General Assembly.
UP EARLY: The state Senate will meet at 9 a.m. to take on more than a dozen bills, many of which cleared the Rules Committee on Wednesday. They include a measure that would help Belhaven reopen its community hospital and a bill that would start the process of putting a statue of Rev. Billy Graham in the U.S. Capitol. Senators are also expected to vote on a measure that would curb cities' ability to enforce stream buffer rules.
UP LATE: The state House is scheduled to go into session at 5 p.m. to debate the $21.7 billion state budget, which cleared the Senate on Wednesday on a 37-13 vote. House members must take votes on two separate days, but that second vote will come just after 12:05 a.m. on Friday.
