RALEIGH, N.C. — Good morning and welcome to Today@NCCapitol for Monday, July 27. Here's what's going on at the General Assembly and around state government.

THE HOUSE: Members of the House have a no-vote skeleton session scheduled at 4 p.m.

COMMITTEES: The legislature's joint Program Evaluation Committee meets at 3 p.m. to hear about audits regarding the costs of retiree health benefits and financial management at the Department of Public Instruction.

Warning signs for group homes emerge amid budget stalemate

ACTIVISTS: Members of the NAACP and the "Moral Monday" movement plan to demonstrate at the Capitol at 5 p.m. regarding Confederate monuments and state license plates with Confederate battle flag emblems.

THE SENATE: Senators will take up a bill that would keep the manufacturers of drugs used in executions a secret and allow health professionals other than doctors to attend an execution. North Carolina has not executed a death row inmate since 2006 due to various legal challenges.
