Today @NCCapitol (6/19): House takes swing at Medicaid reform; Senate keeps swinging at House budget
A Medicaid reform proposal sent to House members Wednesday night hues much more closely to a proposal by Gov. Pat McCrory than to a Senate bill. Meanwhile the Senate continues to review differences between the two chambers' budgets. The schedule for an unusually busy Thursday afternoon is inside.

Nelson Dollar, R-Wake, and other House leaders, would set the stage for accountable care organizations, or ACOs, groups of doctors and other health care providers that work together in order to make sure patients are healthier – and therefore, cost the health care system less in the long run.
Although the House does not adopt language proposed by McCrory outright, it does provide a framework into which the governor's plan would fit. It makes a nod to the Senate plan by saying North Carolina would move toward "full capitation," meaning most of the risk for expensive patients rests with providers, over the next decade.
House members are scheduled to review this proposal at roughly the same time that members of the Senate's Appropriations Committee will continue reviewing the differences between the House and Senate Medicaid budgets.
Senators expect to hear from the governor's budget office about projections they used in forecasting next year's Medicaid costs. Both the governor and House budget proposals take a far more optimistic line than the Senate, where lawmakers worry about a looming Medicaid shortfall.
- House Finance (8:30 a.m. | 544 LOB): The House Finance Committee looks at money issues associated with bills to legalize the use of oil made from marijuana, require moped drivers to carry insurance and eight other matters.
- Senate Finance (8:30 a.m. | 643 LOB): The committee will take up the Senate's coal ash bill.
- House Rules (9:30 a.m. | 1228 LB): Five bills are on the calendar, including one calling for a study on whether North Carolina ought to call for a national constitutional convention.
- House Elections (10 a.m. | 643 LOB): Members will review a bill that says those who cast an absentee ballot and then die should have their votes counted. The committee will also take up an elections omnibus measure.

- Senate Floor (11:30 a.m.): Senators could give final legislative approval to a bill that restricts what discounts insurers can demand from eye doctors if the services or equipment in question aren't covered by a patient's health insurance plan.
- House HHS (After the floor session | 544 LOB): House leaders unveil their Medicaid reform plan.
- House Education (After the floor session | 643 LOB): The House will look over the Senate's plan to repeal Common Core educational standards for K-12 students. WRAL.com plans to carry this meeting live. Please check the Video Central box on the homepage.
- Senate Appropriations (1 p.m. | 643): Senators continue their review of differences between the House and Senate budgets. This session will focus on differences in spending on the Medicaid program.
