Thursday Wrap: Wanna buy a turtle?
A rite of spring, the legislature's annual regulatory reform bill, cleared a Senate committee on Thursday. This year's edition would end a state ban on the sale of pet turtles and end a state program to encourage electronics recycling, among other provisions.

Meanwhile, the Senate put the brakes on the coal ash bill that sped through the House on Wednesday. Sen. Tom Apodaca, R-Henderson, said an amendment to the bill excludes some homeowners from a provision requiring Duke Energy to provide permanent sources of water to homes where the wells have been fouled by chemicals leaking from nearby ash ponds.
Democracy North Carolina is raising concern about voter ID after almost 2,400 people went to the polls in the March primary without photo identification, and the votes of close to 300 who said a reasonable impediment kept them from getting an ID weren't counted. Critics of the voter ID law say the problem will be much worse in the November general election.
