RALEIGH, N.C. — With some of the legislative leadership headed to Seattle for the annual meeting of the National Conference of State Legislatures, not much was accomplished at the General Assembly on Thursday.

A few bills were pushed off the calendars until next week, and House and Senate negotiators continue to be stuck in neutral over the state budget, which is now a month overdue. The temporary spending plan now in place expires on Aug. 14, making it increasingly likely that lawmakers will have to pass another stopgap measure in the next two weeks to keep state agencies operating until a budget deal can be worked out.
