RALEIGH, N.C. — House and Senate lawmakers plan to work through the weekend to overcome an impasse on the state budget and plans to update the tax code.

If an agreement can be reached by next week, lawmakers say they might work extra next week to pass both pieces of legislation so they can adjourn the 2013 session.

More immediately, crowds packed the House gallery Thursday as the chamber approved a package of new regulations for abortion clinics. The House also passed a measure shifting control of the Charlotte-Douglas International Airport from the city to a regional authority.

A House committee defeated a bill that would shift control of schools from local school boards, including Wake County's, to county commissioners. Another committee voted to delay implementation of water-quality regulations for Jordan Lake, rejecting the Senate's call to repeal the rules altogether.
