Southern Pines halts large developments
The Southern Pines Town Council on Tuesday enacted a one-year moratorium on large-scale developments to give officials time to review and possibly revise land-use rules.

The moratorium affects land north of Midland Road and west of U.S. Highway 1. Subdivisions with more than three homes and all planned-unit developments will be banned until until the moratorium is lifted.
The vote comes three months after the Town Council rejected plans for Pine Needles Village, a mixed-use project along Midland Road that would have included 832 homes and 400,000 square feet of retail and office space.
Some officials said the moratorium is needed so Southern Pines can use zoning and other measures to retain its appearance and identity. Mayor Mike Haney and other opponents said the moratorium will harm the town's long-term economic growth.
