RALEIGH, N.C. — Some concertgoers of the Soul Music Festival left disappointed Saturday.

The concert was supposed to begin at 2 p.m. at the Time Warner Cable Music Pavilion at Walnut Creek in Raleigh. It didn't start until 3:30 p.m., witnesses said.

Charlie Wilson, Musiq Soulchild, Ginuwine, Monica, Legends of Hip Hop: Slick Rick, Big Daddy Kane, Rob Base and Chubb Rock were scheduled to perform.

Hundreds of people requested a refund after witnesses said many of the headliners didn't show up for the concert. The performers who were there decided to perform for free, witnesses said.
