Outdoor smoking bans likely to stay on the books

RALEIGH, N.C. — The legislative attempt to overturn outdoor smoking bans in cities, on beaches and on community college campuses has stalled in the Senate and appears unlikely to make the cut as lawmakers scramble to meet their "crossover" deadline.

Crossover is the self-imposed stopping point for all non-revenue bills in the session. Under the deadline, legislation that doesn't require tax changes or spending and fails to clear one chamber by Thursday night is essentially dead for the remainder of the two-year session.

Senate Bill 703 was not heard Thursday as the Senate left town for the week.

It is possible for the measure to come up in other forms, but opposition to a piece of the measure dealing with community college campuses drew heavy criticism.
