    HeadsUp: MMIS systems are built based upon the requirements defined and approved by the state agency in charge.

    As in the case with ACS/DHHS in 2006, the challenge was DHHS did not stick to their own RFP or contract documents, heaping "extra" needs/wants on top of the core MMIS ACS was to build. It is likely considering the negligible contract management oversight at DHHS, they did the same to CSC, heaping unnecessarily complex requirements on what is already a complex system to begin with.

    In other words, Garbage-in, garbage-out. The garbage likely came from DHHS.

    They get equal or better life expectancy and healthcare outcome.

    And they spend roughly 1/3 to 1/2 what we do total (per capita) to do it.

    AND they cover EVERY citizen in the process which we don't.

    My data is literally every single bit of data available on the topic. There's mountains of it.

    For example the WHO ranks us -38th- in the world in healthcare outcomes.

    But we're #1 in spending by a HUGE margin.

    Which specific part do you need MORE on?

    Junkmail....our health system is the best in the world and Obama and his communist supporters didn't have to destroy it in 6 weeks, leaving millions without any insurance at all. Changes could have been made to help those that needed help, but to destroy the entire system was narcissistic. When one man believes he is God and knows the easiest way to control people is to control health care, and you follow him blindly.....this country is doomed.

    Prisons for example- Ohio found when they allowed private prisons the rate of relapse went UP... Arizona found private prisons were no cheaper, and in some cases MORE expensive....

    Railroads- when the UK went from one centralized govt. system to a group of private companies running things costs skyrocketed and efficiency dropped

    And of course- healthcare.

    every other nation in the world offers universal care, with similar or better results, and at VASTLY lower cost than the US system that largely relies on private, often for-profit, insurance coverage.

    The government doesn't do EVERYTHING better by ANY means.

    But neither does the private for-profit sector.

    If you think health care is expensive now, just wait until it is free........

    Government does not do anything better than the private sector...never has, never will. Too many friends and people scamming up ways to rob from the system without getting caught....that includes medical providers and gov't employees.

    Better off sending a check card to those in Medicaid each month that can only be used for health care...nothing else. Use it, or lose it.....like the old HSA medical accounts. This would save NC hundreds of millions.

    It's quite likely not the contractor's total fault. I worked on the botched 2004-2006 implementation and DHHS and DMA kept changing standards, failed to approve design documents, refused to abide by the contract's requirements. Basically we were trying to design to a moving target, and failed.

    If DHHS treated CSC the same way, it's no wonder the new MMIS is a kluge. The state did it to themselves yet again.

    Neal Cavuto just had a discussion about how the ACA would be funded if the young and healthy do not sign up, but just pay the penalty. His guest noted what has happened with Social Security. Since the growth of that program for the retired/elderly, there is a $66 TRILLION UNFUNDED Liability. Congress for decades has been spending the "trust fund" money as it came in. But today not enough people are working, paying into the Soc. Fund. 10 Thousand baby Boomers a DAY are retiring now. 0-Care/ACA is Cutting over $700 Billion from Medicare to fund 0-Care... how is this going to work, with $66 TRILLION unfunded Liabilities just for Soc. Security alone? How will 0-Care/ACA be funded along with Soc. Security and Medicare that people have paid into all their working lives. That Liability is LOOMING NOW! Is that added to the $17 Trillion DEBT? The Debt limit comes up again in January 2014.

    There are many uninsured that choose to be uninsured, that are self-insured. They were also lumped in with the uninsured. Also, the numbers of uninsured are always off because a large chunk of the uninsured regain insurance within a year, some go out 2 years. I doubt in my lifetime that we will ever see less than 5% uninsured.

    quadrathlete - just curious what will your new premium be if you were to purchase a plan on the exchange (before subsidies, if you qualify).

    My husbands current premium - $150/month (smoker rate) for a plan that covers 100% of a physical once a year, $2700 deductible then 50% with an out-of-pocket cap of $5000/year. We are very happy with it. Comparable plan on exchange, $300/month but with a $6350 deductible. Oh, but it will cover him if he gets pregnant!

    nctracks has been a joke from the start. ACS had one, yes one state-NY, that they had implemented prior to starting work on NC. NY wasn't satisfied so no idea why NC would have wanted that system to start with. It was the wrong selection for NC from the beginning. The company that was previously processing claims, HP, could have done a much better job of implementing a new system because they had the extensive knowledge and experienced staff to do the job. ACS even said they didn't hire the number less of the HP staff anticipated. I guess the HP crew didn't want to jump into that frying pan. What a big mess. I hope this eventually gets straight, but at what cost?

    The only people I know who support status quot in our health care system are people who've never had any reason to participate in it for any major medical expense or they smoke drink and haven't seen a doctor in over a decade.

    Find me one person who suffers a major illness or disease who will say "oh, this is great"... just one. The most die hard conservatives I know want to throw up when they find out they paid $25K more for the exact same procedure they could have received at another hospital. I will put it in the words of my co-worker who's still a Palin fan and self proclaimed Tea Partier. His daughter has been in and out of the hospital regularly this year... "This is one industry that deserves and needs to be regulated, if nothing else but their billing practices alone".

    We're all fighting about who's gonna pay the absurd bills while giving the gougers and snake oil salesman a free pass. Unbelievable.

    i can usually beat the commissary pricing at costco for bulk items and local wake county grocery stores by watching out for sales..we are fortunate to have food lion, harris teeter, lowes, kroger, aldi, target, wallyworld, and some others all competing..

    If you are on medicaid why are you pregnant. Sorry but I do not believe in bringing children into the world unless you can take care of them. All you had to do in most cases is say NO but if that word is too hard for you then there are other methods of birth control. Yes there are those that are disabled through no fault of their own and they do need help and should be able to get it but then many Doctors are still paying student loans office space and someone to file paperwork they need to get paid

    If everyone decided not to buy insurance we would have 300 million without it.

    Some choose to buy it, no problem, some buy it, but it means they can not afford other things, some say they can not afford it while thy have cars, tvs and smart phones, and some really can not afford it.

    I do not believe there are 30 million that can not afford $112 a month. (Yep, thats what I pay total, self pay plan)

    Folks with pre existing issues and those who really can not afford it need some help, but a government takeover is not the help they need.

    One issue, explained Fiscal Research's Susan Jacobs, is that the state's new Medicaid billing program, NC Tracks, is not providing the same claims data that has been used for forecasting in prior years.

    Kilpatrick also said the problems with coding in NC Tracks are skewing reports of spending on different types of care. She warned that the problem could affect the state’s ability to draw down federal matching Medicaid dollars - dollars that the state's spending plan assumes the state will receive.

    Rep. Jim Fulghum, R-Wake, asked Kilpatrick whether those issues can be corrected.

    "I want to make sure this is a disease that has a cure," joked Fulghum, a doctor.

    "The department tells me the disease has a cure," Kilpatrick responded. "We don’t know what it is yet."

    How is it going to go down tremendously when we will still have 30+ million uninsured 10 years from now and a majority of the uninsured opposed the ACA? You cannot FORCE anyone to go on the ACA, that is illegal. You can administer a tax against them, but you most certainly cannot FORCE them. This sadly isn't going to play out as it was sold, or as some of you believe. If you aren't starting to see that you need to open your eyes.
