What in the story tells you it was a current Cary resident? If you know who it is you should tip off the police. If you're just assuming and take a lame opportunity to bash Cary then you should get a life.

The recycling/scrap yards that are taking these grates surely must know they are stolen. These thieves are stealing them for their scrap value and leaving a dangerous situation for motorists. The grates were stolen down the road from where I work last year and it took weeks for Durham to get them replaced. Those guys were caught because someone who worked at the scrap yard got suspicious and tipped off the police.

Under normal conditions, the several hundered pound grates tend to hold themselves in place. No magnetics required.

Just look at the local scrapyards. They are being sold for their metal value. Other areas in the country have had the same problem. In NYC they were stealing manhole covers from the streets.
