RALEIGH, N.C. — A Raleigh charter school might have to look elsewhere if it wants to expand.

Exploris Charter Middle School wanted to lease a vacant Salvation Army building on Person Street so it could add elementary grades, but a Raleigh City Council committee on Tuesday recommended not moving ahead with the plan. The panel cited development and environmental concerns.

The full council, which has already committed to using a portion of the Salvation Army property as a feeding station for the needy, will discuss the issue March 4.
