— A Raleigh man died late Monday when his mo-ped was hit by a van in Wake Forest, authorities said Tuesday.

Thomas William Smart IV, 49, of Quail Ridge Road, was eastbound on Jenkins Road at about 9:30 p.m. and was trying to cross Capital Boulevard to Stadium Drive when the crash occurred, authorities said.

Smart was pronounced dead at WakeMed.

Initial reports indicate he ran a red light before a northbound passenger van, driven by John Wesley Elliott, 60, of Henderson, hit him, authorities said. No charges are expected against Elliott.

The crash remains under investigation. Authorities said it's unclear whether alcohol was a factor.

    All moped/scooter/bicycle riders need to ride on the shoulder of the road when permitted, not in the lanes..common_sense_plz THANK YOU!! I totally agree with that since they can not go the same speed of a vehicle they need to stay on the side of the road. I do when I ride my bike

    Sweetgrl3.....I guess you want bicycles to be licensed and insured as well as they are always being ridden on the road.

    @maybelle, from another news source(N&O):

    Police will not release the name of the victim until next of kin have been notified.

    Does this man have a name or is he just a story in the newspaper?

    They should have to be licensed and insured just like anything else on the road. If not....walk on the side of the road and NOT on the road.

    I too dislike this stoplight, it only allows about 3 cars to pass before changing. Also today a moped/scooter driver nearly caused an accident in Wake Forest on HWY 98 near Lowes home improvment. He was in the passing lane going about 20mph, then he pulls in front of a car to turn on Retail Dr.

    All moped/scooter/bicycle riders need to ride on the shoulder of the road when permitted, not in the lanes.

    jamesrhodes.....Speaking of insurance, the van driver should have uninsured motorist coverage to pay for his damages. North Carolina requires this coverage of all drivers. Now you know.

    That interection is very dangerous! Also, it has a very confusing stoplight.Sometimes that light does not change. I hate someone lost their life.
