— A Raleigh man drowned Sunday while innertubing with friends in the water off Carolina Beach, police said.

Geoffrey Okinyi, 19, and two other men were on an innertube when a wave flipped them,  police said. None of the men could swim.

The other two men made it back to shore safely.

Lifeguards found Okinyi's body at about 2:45 p.m. on the beach strand near Harper Avenue, police said.

Enough of this nonsense. They weren't on a boat. Should we change N.C. law to require all persons in any body of water to wear a life vest? Better yet, let's just ban any person from entering any puddle of water greater than 1" deep. That will protect us."from Hans" So tell me Hans, would this young man be alive today if he had on a life jacket?I would say his chances are much greater if he did.so yes.Only nonsense I see here is from you.

Mustang.Years ago at Falls Lake someone I know was fishing alone. He was finally found a week later. The story that was told was he was found with pants down providing Raleigh with valuable water. It is beleived that a wave hit the boat tossing him out and hitting his head on the motor or some location on the boat knocking him out. With a floatation device, someone may have seen him and saved his life.Sometimes people do need to be told what to do in spite of their own ignorance.

I'm sorry that this happened, but who goes in the ocean water tubing and can't swim with no life jacket (I am assuming). That's horrible! Usually people who can't swim are terrified of water.........

I teach canoeing. I demand PFD's be worn in and around the water. No matter what age my students are. No matter the level of swimming they posses. The PFD's may be a little uncomfortable, but they will save your life. Go Figure - I totally agree. Learn to swim.

Please learn to swim, inner tubes are not life saving vessels!

feel bad for his family but no life vest? seriously? and you can't swim? in the ocean with no life vest and you can't swim? seriously?

This is a simple one. Accidents can always happen but if you can not swim then you should realize that and wear protective gear. Or stay out of the water. My two young boys can swim but they know they are not allowed past there knees unless I am there and even then it is never past me. Like I said accidents can always happen and they not that strong of swimmers.

Feel bad for the man and his family but one must know ones limits.

"My prayers go out to this young man's family.N.C. law requires all boats to have a life jacket on the boat for each passenger. It does NOT require the passengers to wear them. This needs to change." - grasshopperrtp2
