Raeford man, 32, charged with raping child

Posted April 20, 2010

— Hoke County sheriff's officials arrested a 32-year-old Raeford man on Monday and charged him with multiple sex offenses against a child.

Joseph Leroy Johnson, of 137 Oregon Trail, is charged with first-degree sex offense on a child, statutory rape/sex offense on a 13-, 14- or 15-year old, three counts of indecent liberties with a minor, three counts of felony child abuse-sex act and two counts of crime against nature.

The child, identified only as "a juvenile," told a teacher and school social worker on April 11 that Johnson had been sexually assaulting the child since age 4.

The Hoke County Department of Social Services and the sheriff's office were notified and began a joint investigation into the allegations. Hoke DSS removed Johnson from the juvenile’s home that same day, authorities said.

Johnson was being held in the Hoke County Detention Center under a $500,000 secured bond.

If he is guilty of these crimes, he should hang. Maybe he will get the same treatment in prison. Do the crime, do the time.

Absolutely disgusting.. Hope he has a good time in prison.. The others will take care of him.. Convicts do not tolerate this. He will pay way or another for his actions.

What a disgusting piece of trash.

I know some of you are saying "IF" but having served as foreman on the Wake County Grand Jury, I can tell you - these LEOs are careful to have all their "i"s dotted and all their "t"s crossed when it comes to a case like this. They don't take it lightly, but they don't assume everyone accused is guilty either. They're sure to have all the evidence they're going to need to convict.

Those who molest or murder children, the disabled or the elderly should NEVER be released from prison. No parole! No probation! No release! Because they're predators of the helpless, and they cannot be rehabilitated.

    Praying for the child.

    God bless.

anneonymousone - arrests aren't announced. They are public record though and anyone can get access to the information. That is the protection against people just "disappearing" into the system.

WRAL isn't putting this guy's name and face out there to protect him. They know that these sort of stories are popular and get people fired up. Also, they have TV in jail, so every prisoner now knows who he is. That is a much bigger danger to him than police misconduct.

My point was that this guy may be a rapist or he might just be unlucky. Teenagers have been know to lie, so everybody shouldn't assume that the guy is automatically guilty. By putting his name and face out there like this, he is basically branded for life as a child rapist BEFORE any evidence is presented. That isn't going to change even if he turns out to be innocent.

The parents are not always at fault. A "friend" of my parents started molesting me at 12 years old and it went on for 6 years before they found out...and it wasn't because they weren't good parents, it was because I was brainwashed and helping to cover it up...and they didn't have a clue until it was way too late.

BillO, I understand where you're coming from when you write, "If he is proven guilty, I hope he gets the harshest punishment allowable, but until then, they shouldn't splash his face all over TV."

I think that part of the reason that arrests are announced like this is to avoid the accusation or actual cases of law enforcement offices "disappearing" people. Arrest reports like this make it known what the person is accused of, and where he or she is being held.

I would prefer that information about the proximity of accused to the teenager wasn't made public; it allows too much opportunity for people in the community to identify the teen. In an ideal world, there would be no public censure for surviving crimes where sex is used as violence, but this is not an ideal world.

Wildcat - you strike, yet AGAIN with the misinformation... when will it end?

Sick!!! This animal deserves the death sentence!

Where were the parents since this man has been doing this since the child was 4? - wildcat

How you get that the parents are at fault, I will never understand. PLENTY of children are abused AND have loving parents. That's what predators do... if they molested children in the middle of street in broad daylight we would have an easier time identifying them.

The majority of perpetrators are trusted family members or friends of the family. They are the men (since most are men) that parents would never dream would harm their little girl (or boy). I'm sure the parents are going through enough right now without anyone adding blame to the mix.
