Preventing Medicaid expansion passes key House vote

The state House gave tentative approval Wednesday to legislation blocking the expansion of Medicaid and the development of an online health insurance exchange under the federal Affordable Care Act.

The House voted 75-39 for Senate Bill 4, and a final vote is expected Thursday. After earlier expressing reservations about the bill, Gov. Pat McCrory said Tuesday that the state Medicaid system is too troubled to expand, so he plans to sign the bill into law.

The Medicaid expansion would cover about 500,000 low-income adults in North Carolina, providing them the insurance coverage required when the Affordable Care Act is fully implemented next year. The federal government would pick up the full cost of the expansion for the first three years and the bulk of the costs for several years after that.

"When you get this free money, there's a hook," said Rep. Justin Burr, R-Stanly, predicting federal regulations would eventually cost North Carolina.

"This is one of the problems I have with 'Obamacare' or the Affordable Care Act," said Rep. Nelson Dollar, R-Wake. "There's just a lot of promises that down the road there are no answers for."

Rep. Jeff Collins, R-Franklin, compared the government's offer to pay for expanding Medicaid to "playing with Monopoly money," saying continued spending and borrowing will only aggravate the nation's debt crisis.

"It's coming from your children and grandchildren, if you have any, and it's coming from mine. That's where this money is coming from," Collins said.

Democrats chided Republicans, who last week approved a bill to slash jobless benefits as part of an overhaul of the state unemployment system, for again knocking a safety net out from underneath the poor.

"No one put you in office to say you don’t like something,“ said Marcus Brandon, D-Guilford, who accused Republicans of using demagoguery against the Affordable Care Act. “That’s not governing."

Rep. Deborah Ross, D-Wake, said "fear and loathing" was driving the bill.

"It's fear of something you can't control, and I understand that. But even more than that, it's loathing of the fact that we have the Affordable Care Act in the first place, and that is the saddest thing," Ross said.

Advocates said expanding Medicaid would bring a projected $15 billion into the state’s economy, creating an estimated 25,000 jobs in health care and related sectors by 2016.

"You haven’t created a job in the two years that you’ve been here," an irate Rep. Mickey Michaux, D-Durham, told the GOP majority. "You’ve got 23,000 jobs on the line right here."

Republicans easily defeated three attempts to amend the bill, including a proposal to accept the federal Medicaid expansion funding for the next three years.

"You can't unring that bell," Burr said, noting it would be difficult to withdraw coverage for people once they were on the Medicaid rolls.

Under the bill, North Carolina also would not participate in creating a health exchange, which allows people who don't have employer-sponsored health coverage shop around for their own insurance. Without state support, state residents would have to use a planned federal health exchange.

"This is their idea," Burr said of the federal government. "They should manage it instead of putting it on the state."

The only changes made to the original Senate bill ensure that the state can continue to draw down federal funding for the NC FAST system, a computer system that will channel people to Medicaid and other benefit programs. That amendment means the Senate must agree with the change before the bill is sent to McCrory.

What kind of twisted reasoning is this? Of course its a raise and a large one at that. Every state worker and teacher hired over the last 5 years would love to see your "none raises" when they get hired. Why don't they?

This is irrelevant. Giving political appointees 12% raises for doing nothing while not giving other underpaid state workers who have been doing hard work the last 5 years, essentially nothing doesn't go over well.

the republicans are off to great start. as always they are hitting the poor with cuts, while giving their friends with new jobs with a higher starting salary to the tune of over $13000.00 for some positions. I am a tax paying citizen in teh state of NC. We keep talking about spending, spendg and more spending. We have a newly elected govenor whom priority when he first got in office was to give each of his cabinet members 12% raises.

The Federal Reserve is a Ponzi scheme. It cannot go on indefinitely. I am not going to attempt to predict the exact point in time but if the out of control spending and printing goes unchecked, the dollar will eventually collapse. How long do you think those investing in us will continue to do so when it becomes clear we are using inflation to decrease their rate of return?

No, there are some who have investments in currency. Try those who have reached the age where they cannot afford to take the risk of losing everything that they have worked a lifetime to earn. They are the ones who would be harmed greatly by the devaluation of the dollar. Of course, generations younger than them never, ever think of this because they are ENTITLED to have what they want when they want it. BUT, what goes around comes around. Everyone will get old and face what the elderly now face. And some of those elderly are fed up enough to spend that currency. Wonder who will pay for the ENTITLED then? The rich will leave first.

Wait until the feds withdraw the funds for NC FAST since the state won't expand Medicaid. "The only changes made to the original Senate bill ensure that the state can continue to draw down federal funding for the NC FAST system, a computer system that will channel people to Medicaid and other benefit programs." Why "channel" people to a program you have no intention of expaning to begin with?, therefore you don't need federal funds for a new computer system to do it with.

Bottom line. This country cannot afford to keep spending the way it is spending. That means hard decisions that may make some people uncomfortable. When the dollar collapses, where will the dependant people turn?

Give this Governor and this Republican legislature four years and we will have fallen behind Mississippi. For the family of four making $31,000, the above statement may not be true if NC does not take the medicaid expansion. Under the Affordable Health Care Act, a family of four earning $88,000 or less qualifies for medicaid. If the state in which the family lives opts out of medicaid, I am not sure that the fine is going to apply. The family had no control over the state's decision to take or not take the medicaid expansion.

People you are wrong about folks using the emergency room. I have not had medical insurance since 2000 and I choose that and pay out of pocket for my medical needs. Like others who have posted, it is much less cost that way and if you are rarely sick, much less expensive than medical insurance. When I did have medical insurance, I seemed to always need some sort of meds, according to the doctors, now I take nothing and I am NOT sick so think about that. Maybe going to the doctor is making a lot of people sick.

I am glad that you are so healthy. My advice is to praise the Lord that you are and pray that you never have anything catastrophic because without insurance, that would be bad.

OUR legislators have taken one of many step to stop the "keep North Carolina in poverty" attitude. Many spins on the negative aspects, but nobody seems to standup and mention that if the state does not make it easy to be poor that many folks will either leave the state or get off their caboose and learn how to do better.

What we all need to do is to lobby against free trade agreements that will cost more jobs and prosperity. In addition, pushing hard to enforce the existing laws on immigration will help.

A lot of the people on here do not know what they are talking about. Do any of you know how much it cost to buy private health insurance? I bet not, we are small business owners who dropped our company insurance years ago because it kept going up. We have private insurance on our family of four...we are all healthy, we exercise, we try to eat right and we do not take any kind of medicine. Our insurance is $1,200 a month...it was going up to $1,500 a month this year but we increased the co-pays and deductibles to keep it at $1,200. How do you think a family of four making $31,000 at the max can afford health insurance? The $31,000 is where they were wanting to move the upper limit for medicare but the republicans say no way. $31,000 for a family of four is nothing especially if they have to buy insurance which they will not be able to on that amount. Sure a lot of people cheat the system so do corporations that do not pay taxes or hide their money...a cheat is a cheat!

When I was younger their was a movie with George C. Scott that came up with scams to rob people of their hard earned money while at the same time making the prople think they were doing the public good. This is a great example of the medicaid extension. Obama and the dems in Washington would love to have the states fund the cost after drawing the states in with the lure of short term money. In my mothers last years we started checking her meds, because she started forgetting to take them, We were shocked to see the amount of meds she was given,, When we addressed this issue with her doc,, About half of her meds were stopped,, and one other was reduced,,, Just look at any street corner, years ago there would be 3 gas stations and a food joint,,, Now there are 2 or 3 drug stores on these corners,, Drug stores out in rural areas at crossroads,, We as a nation are over medicated,,TV adds pushing OTC meds, that really do nothing

Great Job! 25,000 health care jobs not created by the job creators. The feds only pay 90% after the first three years and doctors, typically Republican, were for expansion so we didn't loose the money generated from it. Guess what, the freebies in the emergency room are already paid for by us.

Dafy,, good deal,, I also found you can tell a doctor up front you will pay cash, and get quality medical care for about a third of what people with insurance pay,,,The cost of medical Ins, is just that, cost of paperwork,,I went to my Doc just once since I turned 65,, the bill for a yearly Checkup was over 360.00 ,, I had been getting the same checkup for the past 6 years for 93.00 to 125.00 Cash.. Just look at the BX BS building in raleigh, all that money to keep the place going,, nothing medical,, Check you doc folks, ask to pay cash,, get the discount..

For the ill informed and uneducated...manufacturing jobs are not coming back to America. At least not the jobs that require an education. It is high time that individuals understand that job sectors come and go. To maintain steady employment, an individual must continue to grow. I am 43 years old and back in college...by the way, I do also work a full-time job. I have no sympathy for individuals that choose a life of poverty. And yes, it is a choice for most. I am tired of paying for people who are too lazy or refuse to better themselves. I can hear the bashing now...and bring it on. It is all about choice people. If your job was shipped overseas, find a new profession...it isn't coming back. Can't find a job in NC, move to a different state. My family has relocated 3 times in 20 years. Things are not as they once were and they are not going back! Do what you gotta do to survive!

Lets see if I have this correct: Obama stole $800 billion from my medicare program (that I paid into for 40+ years) to fund free healthcare for people who paid nothing into the system? Is that about correct? Now my Dr will no longer treat medicare patients as the reimbursement is not worth the cost. Thanks Obama!! p.s. My Son-in-law purposely does not carry health insurance. He pays cash (much less than what I am charged) for any medical needs he has. He is not poor, just smart!!

We all know what is going to happen. These 500,000 will now use the ER like it is a doctors office and then not pay the bill. I have friends who are doing it and they aren't illegal immigrants. It's getting to the point where that is looking like an attractive option for me as well. Why should I pay when I can go for free. I just won't pay the bill. Silly me for trying to pay on my 3,000 that i still owe for my operation I had 4 years ago. If these "leaders", and i use that term loosely, if they dont create jobs there will be rioting in NC. The economy will continue to shrink if no one is working because no one is paying into anything. This is the problem. Get people working and things will recover, if no one is working, things will get worse.

I have worked in health care for many years and like other commenters here, I have seen massive fraud and waste in the medicaid system. Being a nurse means I am low on the totem pole and cannot really do anything about it. I am glad that Mr. McCrory (whom I voted for) is finally going to do something about this waste and fraud. Hopefully the people who really need it will get it now.
