Back in July Gov. Pat McCrory boasted that North Carolina had a $425 million budget surplus. "At a time when neighboring states are revealing revenue deficits, North Carolina's economy is firing on all cylinders," he boasted. Six weeks later, McCrory's budget director is asking agencies for options to cut 2 percent off their current budgets.
