Richardson: State, city should help support 'coveted' NFL franchise

Carolina Panthers owner Jerry Richardson and Charlotte officials want the state to put $62.5 million toward the cost of more than $250 million improvements to the team's 17-year-old stadium.

Asked Wednesday why the team couldn't pay its own way, Richardson said, in short, because they don't have to. NFL teams, he said, "are so coveted, they don't have to pay. There are only 32."

The team has tentatively agreed to contribute $62.5 million to the effort, while the city would chip in $125 million. Charlotte Deputy City Manager Ron Kimble said they had reached a "business agreement" for the city's share of the cost to be repaid by raising the food and beverage tax by 1 to 2 percent inside Charlotte's city limits. Such a move also requires legislative approval.

Richardson said he had met with encouragement in meetings with legislative leaders and Gov. Pat McCrory. Richardson, who is 76, has said he needs the stadium improvements to make the team attractive to buyer who would keep it in Charlotte after his death.

"We don't believe Mr. Richardson is going anywhere with the team," Kimble said. "Our concern and your concern ought to be what a subsequent owner would do."

"I would never move the team," Richardson told lawmakers who represent Mecklenburg County at the legislative office building Wednesday morning. But, he said, he intended to sell the team before he dies to avoid tax consequences for his estate.

"Are you familiar with the death tax?" Richardson asked reporters. "Fifty percent of my assets are going to go away. Why would I want to leave debt to my estate?"

Richardson said he has been approached to sell the team by two potential owners and has been lobbied by the mayor of Los Angeles.

Richardson and Charlotte leaders hope the state would put up the other $62.5 million. In the proposal, city leaders wrote, "The city acknowledges that the receipt of these state funds is an essential element of the partnership with the Panthers." Kimble said the state could decide to pay its $62.5 million share as a cash grant or provide "another revenue stream." 

Richardson and team President Danny Morrison last month met with new Gov. Pat McCrory and House Speaker Thom Tillis to discuss the multimillion-dollar project. Both elected officials are from the Charlotte area, and McCrory was the city's mayor for 14 years. His first term was in 1995, the Panthers' inaugural season.

After that meeting, Tillis said, "I've been clear with the Panthers organization that it is not appropriate to have state taxpayer dollars go directly into the stadium."

Richardson encountered some of the same skepticism Wednesday from the group of Charlotte-area lawmakers. In particular, Rep. Ruth Samuelson, R-Mecklenburg, asked for more details on how the bond money would be spent.

Also, she said, lawmakers have not been approached by Charlotte's mayor or City Council members in support of the project. "I have yet to hear one word from the mayor or a supportive City Council member on this issue," Samuelson said.

Bank of America Stadium is considered a middle-aged stadium by NFL standards. Of the 31 stadiums in the league – the Giants and Jets share one in New Jersey – 25 have either been built or undergone renovations in excess of $100 million since the Panthers opened their facility. Three other franchises – in Atlanta, San Francisco and Minnesota – are in the midst of either rebuilding or new stadium construction.

If the state and city can't ante up, Richardson said he's still committed to his share of the stadium upgrades. 

"We can't do it to that magnitude. We'd be limited," he said. "If they would reject it, I got to start from zero."

Cut unemployment benefits but consider ponying up $62.5 million to help renovate a stadium that benefits one city and its suburbs (some of which is actually in SC)? Can't wait to see the fallout if that comes to pass.

I own a business and tax payers are not paying for any of my upgrades.

Maybe the democrats would have done it but not the republicans.

Please do not forget, Richardson was the main man behing the recent NFL lockout. He is ruthless and cares for no one but himself. That stadium is in a very questionable area of Charlotte, and it's called Bank of America stadium, how much is the bank contributing?

if richardson wants a bigger and better stadium, let him pay for it. he s worth about $500 million. he ll reap all the $$$ from the investment whereas if the taxpayers ante up, they get nothing..........no tickets, no parking spot, no tailgate spot, ZERO !!!

and the state is in fiscal danger. so taxpayer protection is paramount.......just like tillis said.

It seems fairly clear that regardless of party affiliation....NOBODY wants to pay the Panthers a dime to stay!!!

Rick has not needed help in the past...Plenty of willing greater fools ready to bleed cash have flowed through his showrooms in the past.

At least Richardson's honest about his intentions, motives, and rationale, making it easy to say NO.

Look at Rick Hendrick, he adds a lot to a NC born sport and I have no recollection of him asking for a state assistance program.

This sounds a lot like the way a federal budget is balanced in fantasyland.

I am willing to pay 25 cents more for a Bojangles biscuit if that will help.

the stadium is only 12 years old..the franchise is barely 17 years old

Time to institute a user tax: ie - raise ticket prices by $10 per seat and parking by $5 per car. Proceeds go directly to repairs/renovations. If that's not enough, institute a food sales tax for items sold at the stadium. The rest of us shouldn't be on the hook for Charlotte's stadium, especially while being threatened.

the tax payers should also enjoy some of the riches that this team has brought to Mr Richardson if he expects us to pay for his upgraded football stadium. that would only be fair.

As usual you know nothing,They will let Charlotte raise taxes on prepared food and beverage but Tillis said state tax payer money should not go to the Panthers, I think some hope it does so they can do more bashing. Besides Bruton Smith says he can buy the team and renovate with no tax money, if he is serious , who knows.

The Carolina Panthers have had 4 winning seasons in 18 seasons. Sure they made it to a Super Bowl and two NFC title games, but they're a loser squad. One first round playoff loss in the last 7 seasons. And yet Richardson wants us to think he's got The Patriots South in his crumbling stadium.

The Carolina Panthers get to enjoy being a non-profit already. They earn a fortune on the TV contracts that contribute to our cable bills spiraling upward.

While I think this is a terrible idea and Richardson should pay his own way, I agree with you 100% that the current leadership will pay this extortion. Republicans don't have any problem with wealth redistribution as long as the flow is from the bottom to the top. They will pay this without batting an eye, while thousands of North Carolinians go without health care, 80,000 people who are unable to find jobs will be thrown out on the street, and public education will be plundered to subsidize wealthy families sending their kids to private school via vouchers. jlp

But… a wealthy Mr. Richardson can take his argument straight to a private meeting with our governor and legislative leadership. That’s the same folks who want to kill unions. So, Mr. Richardson thumbs his “coveted” nose in everyone’s face and essentially says, either you bend over and take it… or else! Why don’t we all tell Mr. Richardson where he can go instead! When was the last time any union or group of unions asked North Carolina tax payers for any amount of money… much less $250 million????

NFL owners do not have to pay a penny of their own money toward player salaries as that comes out of the TV money each team receives. It's nearly impossible for an NFL owner to lose money. With the interest they receive, they can use that for improvements. People in Raleigh should not be paying for Charlotte stadium improvements. Get more events in the facility. That might be a start.

Not every tax payer wants to foot the bill for these overpriced so-called athletes and thier money grubbing owners. Let them go to LA.

Time and time again, NFL owners go to the taxpayers to fund their stadiums. Time and time again, they and the legislators they have on board tell us that it's good for business and that it is a worthwhile investment - that additional revenue generated by the team will far outweigh the increases in taxes paid by residents.

Time and time again, citizens all over the US have fallen for this ruse - never once seeing the return on investment they were promised.

If they want to move the team to LA - let the nearly bankrupt California state government build them a stadium and go even further into debt. Or let the city of Los Angeles, the gang capital of America, pay for it instead of spending money where it should go.

These are difficult, budget strapped times across nearly all American cities and communities. We don't need to raise taxes or go into more debt to build playgrounds for billionaires!

Why does such a "coveted" franchise find itself in an untenable financial position? I don't care if they dominated the playoffs like the great dynasties of the NFL - If I asked the taxpayers to subsidize redecorating my little office building I would be laughed at and rightfully so.

I don't care how much indirect taxes Charlotte or state might gain from such 'large' business, it is just not ethical for tax payers to endow a private enterprise without any direct or measurable returns.

If we 'invest' $250M in their $1B business, then I want $25k for my $100k business. After all, I might move or close my business if I can't make improvements to my building or fleet of vehicles. That's not right at my level, how can it be remotely right for an NFL team?

You can take you team and your stadium and stick them where the sun don't shine BUDDY! The NFL can afford to support their own, they don't need my tax payer dollars. Raise the price of your already rediculously priced tickets.

The NFL is classified as tax exempt. Let them pay for the improvements with all the revenue they receive that is not taxed.

"Go directly into the stadium" is the phrase to focus on. What this really means is that the repubs will find a way to INDIRECTLY fund the stadium improvements.

Corporate subsidies create jobs. If we don't pay up for these renovations then Panthers stadium will be forced to shed jobs to pay for the upgrades and those people will be back on unemployment. Subsidize corporations or create an entitlement society.

If any tax dollars are spent on this every person in NC that is employed in a position that is funded from tax dollars should stay home for a week and see what that costs. Every legislator that votes for this should be dismissed immediately and we would probably operate just fine without them and have more budget $ available. STUPID, STUPID STUPID.
