New fiscal year brings new laws

— A new budget year starting in North Carolina brings with it several new laws.

A Raleigh ordinance regulating the unattended restraint of dogs goes into effect Wednesday.

Under the measure, a dog cannot be tied outdoors on a rope, chain or other line meant to restrain for more than three hours total during a 24-hour period.

The cost of parking at Raleigh-Durham International Airport is going up effective Wednesday. The hourly rate for parking in the daily section of the garage will increase from $1 to $2; the daily maximum will still be $10.

Park-and-ride lots will also see a fee change. Hourly parking at those lots will be eliminated. Everyone who parks there will pay a $6 per day flat fee.

Also starting Wednesday, state government takes over completely the Medicaid cost-sharing payments that counties paid for decades.

The state gasoline tax that was supposed to drop by 2 cents a gallon will remain the same.

A $675 million-plus bailout of the health insurance plan for teachers and state employees takes effect.

The state also expands property tax breaks for completely disabled veterans, the elderly and people with "working waterfront" property such as fisheries.

State residents serving active military duty and home on leave can hunt or fish without a license.

    redneck, do what I do. I educate myself on the ballot, and I make a list of who in the ballot is an incumbent. That way, I have it handy when I walk in the booth and vote them out.

    I don't think that they are going to make it easy on us voters by indicating who the incumbents are.

    Personally, when I go to vote; I REFUSE to vote for any incumbent! I wish there was a list at all polling places so it would be easier. I do not think our forefathers, when setting up our government, planned for it to be a full time permenant occupation for our representatives. I am all for one term limits on ALL elected officials; NO CONSECUTIVE TERMS for anyone from the dog catcher to the President!

The little red underscores provided by WRAL mean you need to try again. Snide works better when not misspelled.

    This has actually happened. The CEO of a private truck company in FL last year wrote out a check of million to keep his employees health care premiums the same for 2009. He said many of the employees had been there a long time and deserved it.

    My daughter is a HR director in that company. She really struggles with how to provide affordable health care to this company's employees.

    Note is is a privately owned company-- no stock holders and no govt to bow down to.

    Wow, larryhorse, you must be full from all the kool-aid you have drank, I can't believe one party is willing to watch there Country and State go down the tubes, it's just hard to believe that you dems are 100% behind every piece of legislation that come down the road, thlk about mind num robots.

    Goalieman, that is the reason I call them Demoplicans and Repucrats. Neither party really cares about the citizens nor the country/state.

    Of course, when you have "part-time" legislators that have been in office for over 20 years, what do we expect? They keep taxing us and restricting our freedoms and we keep sending them back. Talk about the sheep!!!

    ThinkChick: The DOT is working just fine. They are resurfacing a section of I-40 in Cary/Raleigh that was already in pretty good condition. Makes sense, because every other road in the area is in pristine condition, no?!
