State lawmakers appear to be headed for a partisan showdown over charter school reform. But there's plenty of bipartisan support for ending some end-of-course tests for high schoolers, and for limiting transportation officials' options for the 540 corridor in Garner.  WRAL's Capitol Bureau Chief Laura Leslie talks with Cullen Browder.
