These ratings indicate the likely outcomes of the 2012 election.
WRAL-TV looked at voter registration in the district as well as how voters there voted for president, governor and U.S. Senator in 2008. The ratings of John Davis, a conservative-leaning campaign analyst, and the N.C. Free Enterprise Foundation, a nonpartisan think tank, were also reviewed. Interviews with campaign workers for both parties, news accounts from the districts, and campaign fundraising and spending also factored in.
