Constitutional amendments Thursday?

State lawmakers could take up some constitutional amendments later this week by using a parliamentary manuever to change the rules they set for themselves. 

The resolution under which they're here this week allows them to take up only specific topics, primarily redistricting, vetoes, and other election laws.

Lawmakers would then convene a brand-new special session Thursday in which they could consider constitutional amendments as well as redistricting, vetoes, and election laws. 

House Speaker Thom Tillis told reporters the most likely candidates for Thursday would be three constitutional amendments the House has already passed. They're H8 Eminent Domain, H61 Legislative leadership term limits, and H823 DPI governance, making the Superintendent of Public Instruction a member of the state Board of Education, rather than its executor. The Senate could take up all three. 

But there's nothing in the draft resolution that would prohibit the House from taking up any additional amendments it chose to. 

Tillis said he still intends to come back in the fall for another special session for more constitutional amendments. 

It's not yet clear whether Senate leaders have agreed to the change in plans.
